DeStefano and Partners led the Managing Architect team (known as the Educational Design Group Enterprise, or EDGE) that provided program management services for new construction in the Chicago Public Schools' phased $3 billion Capital Improvement Program. To implement this new construction program, DeStefano and Partners developed a unique system of transferring partially complete construction documents to various architects-of-record who complete the contract and bidding documents within the framework of established aesthetic and budgetary parameters. This "transfer" system enables new schools to be build in 20-22 months instead of the traditional 32-36 months. Nearly 50 new school buildings and additions were delivered in the first four years of the program.
