Story

The project provided for the construction of sanitary sewers and a unique wastewater treatment facility serving the wastewater disposal needs of a village and two townships that surround a popular inland recreational lake situated in two adjacent counties in northwestern lower Michigan. The project included approximately 2,650 linear feet of 10-inch sanitary sewer; 30,820 linear feet of 8-insanitary sewer; 15,000 linear feet of force main; thirteen (13) pumping stations; restoration work, including sidewalks, drives, asphalt pavement and curb and gutter; 15,000 linear feet of 6-inch service lateral; two (2) portable auxiliary power generators and one (1) permanently mounted unit; and the treatment facility constructed on a forty (40) acre site. The treatment facility process includes two (2) mechanically aerated lagoons; one (1) six month storage-polishing pond; and five (5) irrigation areas for land treatment of the effluent and the irrigation of a Christmas tree plantation. Included as appurtenances to the treatment facility are inlet and transfer structures; an irrigation pumping station; process piping; storage and maintenance buildings; groundwater monitoring wells; and miscellaneous operation and maintenance equipment. •Reliable sanitary sewer service was provided to over 470 area homes and businesses. •Most cost-effective solution was provided with both the lowest capital cost and the lowest operation and maintenance cost among alternate methods available. • The project was completed ahead of schedule, and about 8% below the original budget •The water quality of Fife Lake and the receiving waters of the Manistee River have been improved. •A wastewater treatment system with zero discharges to inland lakes or surface waters was provided. •The project was awarded $3,185,220 in grants from the EPA, State of Michigan, and Farmers Home Administration (FmHA). The balance of $585,000 was financed through revenue bonds for forty years at 5% annual interest and purchased by FmHA.
